1. The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given the following
set of approvals. The full list of Cabinet Approvals is given as follows.

1. Trade Agreement between India and Ethiopia for strengthening and promoting trade and
economic cooperation.
2. Signing an Agreement between India and Armenia on cooperation and mutual assistance in
customs matters.
3. Amendment in the National Council for Teacher Education Act, 1993- The amendment
seeks to grant retrospective recognition to the Central/State/Union Territory funded
Institutions/Universities conducting Teacher Education Courses without NCTE recognition till the
academic year 2017-2018.
4. Ongoing Centrally Sponsored Scheme (State Plans) - Rashtriya Krishi Vikas Yojana
(RKVY) as Rashtriya Krishi Vikas Yojana- Remunerative Approaches for Agriculture and Allied
sector Rejuvenation (RKVY-RAFTAAR) for three years i.e. 2017-18 to 2019-20.
5. Special Banking Arrangement (SBA) for payment of outstanding subsidy to fertilizer
companies during 2016-17.
2. India broke into the top 100 in the World Bank’s Ease of Doing Business rankings,
notching up the biggest improvement among all countries on the back of big gains on a number
of measures. The World Bank’s ‘Doing Business 2018 — Reforming to Create Jobs’ report
ranks 190 countries on the basis of a combined score on 10 parameters.

almost of half of the 490,000, Multidrug-Resistant TB (MDR-TB) cases registered in 2016.
5. India and Tunisia agreed to jointly combat terrorism and extremism while ramping up
cooperation in the field of security. A review of bilateral ties was undertaken as External Affairs
Minister Sushma Swaraj co-chaired the 12th India- Tunisia Joint Commission Meeting with
her Tunisian counterpart Khemaies Jhinaou. Beji Caid Essebsi jas is the present
President of Tunisia.
6. The government set up a ministerial panel, led by finance minister Arun Jaitley, to
consider and oversee mergers among the country’s 21 state-run banks. Members of the
panel on PSU bank consolidation include railway and coal minister Piyush Goyal, and
defence minister Nirmala Sitharaman.

7. State Bank of India announced sanction of credit facilities amounting to Rs2,317 crore to
corporates for financing Grid Connected Rooftop Solar projects under an SBI-World Bank
program.
8. Michael Jackson is atop the Forbes list of top-earning dead celebrities for the fifth
straight year, with $75 million (all figures in US). Golf legend Arnold Palmer claims the No. 2
spot with $40 million and Peanuts creator Charles Schulz ranks third with the income of $38

9. King of Bhutan, Jigme Khesar Namgyel Wangchuck has arrived in New Delhi on a fourday

10. The state government of Haryana has announced lifetime monthly pension of Rs 10,000
for 'Hindi Satyagrahis' and those from the state who were jailed during the Emergency.

Kovind. Singh is a 1997 batch officer of the Indian Railway Traffic Service..
12. Suresh Chukkapalli, Chairman of Phoenix Group of Hyderabad, has been appointed
as Honorary Consul General in Hyderabad by the Republic of Korea, with consular
jurisdiction over the state of Telangana.
13. The Joint Indo-Russia Tri-Services Exercise INDRA-2017 was successfully conducted at
Vladivostok in Russia. The name of the exercise INDRA has been derived from INDia
and RussiA. The theme of Exercise INDRA-2017 was ‘Preparation and Conduct of
Operations by a Joint Force for Suppression of International Terror Activity at the
request of a host country under UN mandate’.
14. Martina Hingis, one of only six women's players to hold the No. 1 ranking in both
singles and doubles at the same time, will retire after the WTA Finals. Martina Hingis is from
Switzerland.
15. India celebrates October 31 as Rashtriya Ekta Diwas (National Unity Day). This day
marks the birth anniversary of Sardar Vallabhbhai Patel, who played an instrumental role in the
integration of princely state with Indian Union post-independence. Prime Minister Modi also
flagged off the 1.5 km ‘Run for Unity’ event at Major Dhyan Chand National Stadium in
New Delhi.
16. Chairman of Reliance Industries Limited (RIL) Mukesh Ambani overtook China’s Hui
Ka Yan to become Asia’s richest person with a total wealth of $42.1 billion, according
to Forbes’ real-time billionaire’s list.
17. The President of India, Shri Ram Nath Kovind, inaugurated the 21st World Congress of
Mental Health being organized by the World Federation for Mental Health in partnership
with Caring Foundation and other institutions in New Delhi.

18. The Ministry of Finance increased the maximum age of joining the National Pension
System (NPS) from the existing 60 years to 65 years under NPS - Private Sector (i.e. all
citizen and corporate model).
19.Goa is safest for girls, and Bihar least safe, according to a newly-formed Gender
Vulnerability Index (GVI) by NGO Plan India. National Capital Delhi ranks only better than
Bihar and Uttar Pradesh.The GVI attempts to "generate a normative consensus" on the
status of girls and women in India and takes into account four core dimensions:

20.India slipped 21 places on the World Economic Forum’s Global Gender Gap index to

21. Assam government has MoUs and Terms of Reference (ToR) with Singapore for
skilling youth of the state. The MoU and ToR for North East Skills Centre (NESC) were
signed between Skill, Employment and Entrepreneurship Department, of Assam government
and ITE Education Service, Singapore.
22. Indiana, a State in the US, and Karnataka have signed an agreement to establish
sister-state ties for cooperation in economic, educational and cultural fields. The two
states will focus on workforce development, academic co-operation, information and
communications technologies, advanced manufacturing, and materials.
23. A 45 member contingent of the Indian Air Force had left for Israel to participate in
exercise ‘Blue Flag-17’. Blue Flag is a bi-annual multilateral exercise which aims to strengthen
military cooperation amongst participating nations. The exercise is being conducted at Uvda Air
Force Base in Israel.
24. India has appointed Ajay Bisaria as the next high commissioner to Pakistan. He is
currently ambassador to Poland. Bisaria takes over from Gautam Bambawale, who was last
month appointed India’s ambassador to China.
25. Neelmani N. Raju has been appointed as Karnataka’s first woman Director General and
Inspector General of Police. She will take over from Rupak Kumar Dutta, who is retiring from
service.
26. The 210-metre-high statue of Chhatrapati Shivaji Maharaj has received environmental
clearance, making it the world’s tallest statue, once built. Chennamaneni Vidyasagar Rao is
the Governor of Maharashtra.
27. The ninth edition of CMS Vatavaran - an international film festival on environment and
wildlife - has begun in New Delhi. It will showcase 113 films, including four from Kashmir, one

28. China-sponsored Asian Infrastructure Investment Bank (AIIB) approved USD 2 million
loan (Rs. 13,000 crores) for five projects in Andhra Pradesh. Jin Liqun is present president
of the Asian Infrastructure Investment Bank (AIIB). Beijing, China is headquarters of AIIB.
29. Noted Malayalam Poet and literary critic, K Satchidanandan, has been selected
for Ezhuthachan Puraskaram 2017. This is Kerala government's highest literary honour.
30. Prime Minister Narendra Modi inaugurated the most anticipated International Mega
Food event- World Food India 2017, the biggest congregation of global investors and
business leaders of major food companies.The event is organised by the Food Processing
Industries Ministry in Delhi.
31. With more than 1.5 million book titles and 1,650 publishing houses from 60
countries, Sharjah International Book Fair (SIBF) opened its doors to public and trade visitors.
It is the third largest book fair in the world The book fair was held under the theme ‘A World in
My Book’. United Nations Educational, Scientific and Cultural Organization (UNESCO)
has recently announced Sharjah as the ‘World Book Capital 2019’
32. Five Indian women led by ICICI Bank chief executive officer (CEO) and managing
director (MD) Chanda Kochhar and including Bollywood star Priyanka Chopra, have
featured on the list of the world’s 100 most powerful women compiled by Forbes. The list was
topped by German Chancellor Angela Merkel. Kochhar was ranked 32, while HCL Corp.
CEO Roshni Nadar Malhotra took the 57th position. Priyanka Chopra was at 97.The Top 5

33. A fourteen-day joint training exercise “PRABAL DOSTYK – 2017” between the Indian
Army and the Kazakhstan Army commenced with the Opening Ceremony at Bakloh,
Himachal Pradesh. Astana is the Capital of Kazakhstan.Tenge is the currency of
Kazakhstan.
34. Walmart India launched its first fulfilment centre in Mumbai. The fulfilment centre is a
new format of its cash-and-carry store model that will focus exclusively on FMCG products and
staples and will not stock fresh food or electronics. Krish Iyer is the President and CEO of
Walmart India.
35. Odisha Skill Development Authority (OSDA) and Singapore-based ITE Education
Services (ITEES) signed a memorandum of understanding (MoU) for skill development in the
State. ITEES is a subsidiary of Singapore’s prestigious Institute of Technical Education
(ITE). 100 ITI teachers will be trained at Singapore at the ITE in 2018 as per the provision
of the MoU.

36. Uttar Pradesh cabinet decided to make India's first conservation reserve for blackbuck
in Allahabad's Meja. The decision taken for the protection of black deer will also help in wooing

41. President of Armenia, Serzh Sargsyan arrived in New Delhi on a three-day visit to
India. He attended the World Food India Conference 2017. Yerevan is the Capital of

42. Renowned Hindi litterateur Krishna Sobti has been chosen for 53rd Jnanpith Award for
the year 2017, the Jnanpith Selection Board announced. It was instituted in 1961 by
Bharatiya Jnanpith trust founded by the Sahu Shanti Prasad Jain family.
43. The Minister of Petroleum & Natural Gas and Skill Development & Entrepreneurship,
Shri Dharmendra Pradhan was on an official visit to Bangkok, Thailand to participate in the
IEF 7th Asian Ministerial Energy Roundtable (AMER7).
44. Fake news, a term popularised by U.S. President Donald Trump 45th, has been named
the word of the year by Collins dictionary due to its widespread use around the world. The
U.K.-based lexicographer found that the use of “fake news” registered a 365% rise in the last
12 months. 'Fake news' takes over from Brexit — which was named the definitive word last
year.

45. The US Senate has confirmed by a voice vote the nomination of Kenneth Juster as the
next US Ambassador to India. Juster, 62, has played a key role in the landmark Indo-US civil
nuclear deal.
46. The Indian Air Force, along with the Defence Research and Development Organisation
(DRDO) successfully tested an indigenously developed lightweight ‘Glide’ bomb in
Chandipur in Odisha.With this DRDO announced that this bomb will soon be inducted into the
armed forces. Named SAAW (Smart Anti Airfield Weapon), it was dropped from an IAF
aircraft at the Integrated Test Range (ITR). S Christopher is the present Chairman of

47. AU Small Finance Bank has received Reserved Bank of India (RBI) approval to operate
as Scheduled Commercial Bank. This bank's name has now been included in the Second
Schedule of Reserve Bank of India Act, 1934. Now AU Small Finance Bank will be able to do
borrowing and lending with RBI under Liquidity Adjustment Facility (LAF) and Marginal

48. ONGC has received the Information Memorandum from the Department of Investment
and Public Asset Management for acquiring the majority stake in fellow public sector
undertaking HPCL.ONGC’s acquisition of 51.11 percent stake in HPCL is in line with the
government’s plan to create an integrated energy major with businesses spread across the
hydrocarbon value chain. Shashi Shankar has been recently appointed CMD of ONGC.
49. Private sector lender Yes Bank signed an agreement with the government to provide
Rs 1,000 crore financing for food processing projects. The funding will be provided to
around 100 food processing projects with an average ticket size of Rs 10 crore each. Yes

50. The Border Roads Organisation (BRO) has built the world's highest motorable road at
a height of over 19,300 feet. The road has been constructed in the Ladakh region of Jammu
and Kashmir. The 86-kilometre long strategic road has been constructed under 'Project
Himank' of the BRO.
51. The Supreme Court has ruled that technical education cannot be provided through
correspondence courses. The Apex Court restrained educational institutions from providing
courses in technical education like engineering through distance learning programme. Justice
Dipak Misra is the present and 45th Chief Justice of India.
52. The Income Tax Department has clarified that the cash sales of agricultural produce by a
cultivator to a trader for less than 2 lakh rupees will not attract tax under the Income Tax

Act. A circular issued by the Department stated the cultivator and the trader will also not have to
provide their Permanent Account Number.
53. The World Tsunami Awareness Day was observed across the world on 5 November. The
Theme for 2017 WTAD is 'Reduce the Number of Affected People'. The day is celebrated
to spread awareness among people across the world in matters related to the dangers
of tsunami
54. China unveiled Asia's largest artificial island-building ship. The 140-metre-long
vessel, which has been dubbed as "magic island maker", is capable of digging 6,000 cubic
metres an hour, which is equivalent to three standard swimming pools.The vessel is expected to
be delivered in June 2018 after being tested completely. The boat named Tian Kun

55. The Goa government signed a trilateral MoU with the Department of Bio-Technology,
Ministry of Science and Technology, Government of India (GoI) and Nobel Media, Sweden to
hold the ‘Nobel Prize Series — India 2018 (Science Impacts Life)’ to be held from February
1-28, 2018 in Goa along with a month-long exhibition brought from Nobel Museum, Sweden.
56. The Haryana government has signed initial pacts worth Rs. 2,069 crore with 44 agrobased
and food processing enterprises and establishments that will provide employment to
5,012 persons.
57. Lebanese Prime Minister Saad al-Hariri resigned from his post. He was in Saudi Arabia’s
capital, Riyadh when he announced the resignation. The Capital of Lebanon is Beirut. Its

58. The Indian Army launched an independent and fully-integrated Joint Training Node
(JTN) at Umroi cantonment in Shillong, Meghalaya. General Bipin Rawat is the present and

59. Five-time world champion and Olympic bronze medalist MC Mary Kom has been
named as the ambassador of the upcoming AIBA Women's Youth World Championships.
60. India has defeated China 5-4 via shootout to win the women’s Asia Cup hockey
title 2017. With this, India also qualified for World Cup 2018 as Continental champion.Savita
Punia was adjudged Goalkeeper-of-the-Tournament while Monica won the Woman-of-the-

61. Assam Chief Minister Sarbananda Sonowal rolled out 647 schemes entailing
an investment of Rs 24.57 crore for development of the world's largest river island Majuli.
Majuli is a river island in the Brahmaputra River Assam. It is India’s first island district

62. Minister of Communications Shri Manoj Sinha launched a Pan India scholarship program
for school children called Deen Dayal SPARSH Yojana to increase the reach of
Philately. Under the scheme of SPARSH (Scholarship for Promotion of Aptitude &
Research in Stamps as a Hobby), it is proposed to award annual scholarships to children of
Standard VI to IX having good academic record and also pursuing Philately as a hobby. The
amount of Scholarship will be Rs. 6000/- per annum @ Rs. 500/- per month.
63. The annual ‘Balijatra’ festival was inaugurated by Health and Law Minister Pratap Jena
at Gadagadia ghat in Odisha on the banks of river Mahanadi. Naveen Patnaik is the CM of

64. N Poonguzhali has become the first woman to be appointed as senior Deputy Director
General, Tamil Nadu, Telecom Enforcement Resource Monitoring (TERM), Department of

65. A memorandum of understanding (MoU) of Rs 10, 000 Crore was signed between
the Government of India (GoI) and Patanjali at the World Food India 2017. The World Food
India 2017 is organised at Delhi's Vigyan Bhawan and was inaugurated by Prime Minister
Narendra Modi.
66. ICICI Bank announced the launch of India's first voice-based international remittance
service to enable non-resident Indians (NRIs) to send money to any bank in India. With this
new feature in the ICICI Bank's Money2India app, an NRI customer can instantly initiate a
remittance to his/her existing payees in India with just a simple voice command to Apple's
virtual voice assistant, Siri, on their iPhone/iPad.
67. The Minister of State (Independent Charge) Youth Affairs and Sports Col.

70. The Indian Railways has launched the main arch of the world's highest bridge on the
River Chenab in Jammu and Kashmir's Reasi district which will provide direct connectivity to
the Kashmir Valley. The iconic bridge will soar 359 metres above the bed of the River Chenab
and will be 30 metres higher than the iconic Eiffel Tower in Paris.
71. India has pledged an additional amount of USD 100 million towards the UN
partnership fund, scaling up its support to sustainable development projects across the
developing world. Antonio Guterres is the Secretary general of United Nation.
72. India conducted a flight test of its indigenously designed and developed long-range subsonic
cruise missile ‘Nirbhay’. It can carry warheads of up to 300 kg from a test range at
Chandipur along the Odisha coast.
73. Army personnel of India and Bangladesh are going to take part in a joint training
exercise 'Sampriti-7' in Meghalaya and Mizoram. This is the 7th edition of the joint training
exercise. The 13-day exercise will be conducted at India's Jungle Warfare School at
Vairengte in Mizoram and at the Joint Training Node at Umroi in Meghalaya.
74. The Indian shooting contingent finished the Commonwealth Shooting Championship
2017 with the best tally of 20 medals. Indian shooters won a total of six gold, seven silver and
seven bronze medals in the competition. On the competition's final day, Satyendra Singh and
Sanjeev Rajput won a gold and a silver respectively in the men's 50m rifle three positions.
75. Revelations made in the media under the name ‘Paradise Papers’ [based upon expose
done by the International Consortium of Investigative Journalists (ICIJ)] indicate that out of
180 countries represented in the data of offshore entities held by persons of different
nationalities, India ranks 19th in terms of a number of names. 714 Indians reportedly
appear in the tally. Further, the Government has directed that investigations in cases of
Paradise Papers will be monitored through a reconstituted Multi Agency Group, headed
by the Chairman, CBDT Sushil Chandra.
76. Shiv Kapur clinched his first Asian Tour title in India, bagging the Panasonic Open by
three strokes, after bringing home a card of four-under 68 in the fourth and final round at the
Delhi Golf Club.
77. The Sri Ranganathaswamy Temple of Srirangam in Tamil Nadu won UNESCO Asia
Pacific Award of Merit 2017 for the cultural heritage conservation program. It is first temple
from Tamil Nadu to win the prize from the UN body. The two key parameters that made the
temple most eligible to win the award are its traditional method of renovating temple premises.

78. Almost eighteen months after Panama Papers leak, another massive trove of secret
financial data has been leaked by the International Consortium of Investigative Journalists
(ICIJ) named 'Paradise Papers'.In the new set of records obtained primarily from Bermudabased
firm Appleby and Singapore-based Asiaciti Trust, a trove of 13.4 million documents,
named ‘Paradise Papers’ has come to the fore.
79. M.C. Mary Kom (48kg) notched up her fifth gold medal at the Asian Women’s Boxing
Championships in Vietnam. She has defeated North Korea’s Kim Hyang Mi. She is
a Padma Bhushan Awardee and hails from Manipur.
80. Prince of Wales, Charles Philip Arthur George arrived in New Delhi on a 2-day visit to
India. This visit is a part of their 10 day tour to Singapore, Malaysia, Brunei and India. This visit
will be the 9th visit of the Prince of Wales to India. The visit is aimed at strengthening
bilateral relations between the two nations.
81. H.S Prannoy defeated World No 2 Kidambi Srikanth in a thrilling finale to claim the
men’s singles title at the 82nd Senior National Championship, in Nagpur, Maharashtra.
82. Assam's famed one-horned rhino was unveiled as the official mascot of the 2017 AIBA
Youth Women's World Boxing Championship in Guwahati, Assam. Chief Minister
Sarbananda Sonowal and Boxing Federation of India (BFI) president Ajay Singh released
the championship's official logo and anthem, to mark the countdown for India's first youth
world boxing championship from November 19 to 26. Mascot- one-horned rhino 'Guppy.

88. Digital payment platform Paytm introduced payments using BHIM UPI on its
platform, using which users can create their own Paytm BHIM UPI ID on the app, which will
be issued by Paytm Payments Bank.With Paytm BHIM UPI, users can now make seamless
and instant money transfers directly between two bank accounts, with no waiting time to add
